provisional and others may not arise in the special

local circumstances of Hong Kong, but that it seems

wisest to meet any that remain, by preliminary

discussion.

In view of the new financial conditions

resulting from the outbreak of war any scheme which

involves an average annual expenditure of the order

of $100,000, even though the recent rise in the cost

of living in Hong Kong may have given added strength

to the demand for it, cannot be accepted without

hesitation; and perhaps if the petitioners realise

that it will be necessary, if some of what they ask

is given with the one hand, for nearly all of it to be

taken away with the other, they may prefer to

withdraw their representations altogether.

I think we can accept conclusions (b) to

(e) in paragraph 16 of the despatch without question.
